In April, 2021, the Daly City City Council approved two ordinances which created the foundations for commercial cannabis operations to legally locate within the City. City Staff conducted their first round of solicitations for Commercial Cannabis Business License Applications from September 1, 2021, through October 1, 2021, and conducted a lottery selection of eligible applications on November 17th. The City has is open to receiving eligible applications within Zones 2, 3, 4 and 6, respectively.

The City of Daly City is now accepting cannabis business applications on a rolling basis.

Please be advised that the Cannabis Application Portal has been deactivated. Applicants interested in establishing a cannabis-related business within Daly City may now submit their application materials directly to the Economic Development Division for review and processing.

Approved Cannabis Ordinances:

Cannabis retailers (brick-and-mortar, delivery, medical)
Testing laboratories

Commercial Cannabis Eligibility Zone Map:

As specified in the Commercial Cannabis Zoning district ordinance, cannabis retailers can locate within designated eligibility zones as shown in the map below:

Commercial Cannabis Eligibility Zone Details:

As specified in the approved Cannabis ordinances linked above, only one cannabis retail operation can locate within each of the seven commercial cannabis eligibility zones - capping the total number of cannabis retail operations in the City at 7.

Lottery Selection Process:

Once the City opens-up the commercial cannabis business license application acceptance window and receives applications from interested retail cannabis operators, City Staff will review submitted commercial cannabis business license applications to ensure that they meet the minimum criteria and categorize received eligible applications by Eligibility Zone as shown on the map above.

Once categorized, City Staff shall randomly select one eligible application for each Eligibility Zone unless no applications have been received for a given Eligibility Zone. Selected applicants shall be issued a provisional commercial cannabis business license with an invitation to apply for a formal commercial cannabis business license pending final verification of security plans and site control in the form of an executed lease or property ownership.
