Daly City, CA (January 31, 2026) – The City of Daly City is taking action to address an unpermitted fence recently installed near Thornton State Beach that has blocked public access and raised safety concerns.
City staff have confirmed that the fence was built without required permits and appears to extend into public areas, including portions of the public right-of-way. The fence also interferes with long-established public coastal access.
The City has opened a formal enforcement case and is currently:
- Confirming property ownership to ensure all owners of records are properly notified
- Issuing notices of violation to provide an opportunity for voluntary removal
- Coordinating with the California Coastal Commission, which supports the City’s enforcement efforts
- Evaluating next steps, including City-performed removal if the fence is not voluntarily removed
If voluntary removal does not occur, the City may pursue City-performed abatement, including seeking a court-authorized abatement warrant to allow removal of the fence in its entirety. This approach ensures the issue is resolved safely, lawfully, and in a single action.
