Request for Proposals

The City of Daly City (City) is issuing a Request for Proposals (RFP) from qualified consultants/firms with the expertise and technical qualifications to undertake, guide, and successfully facilitate the update of the Sullivan Corridor Specific Plan (SCSP) and associated environmental analysis pursuant to the California Environmental Quality Act with a focus on accelerating housing production and facilitating compliance with the sixth-cycle Regional Housing Needs Allocation (RHNA).

Statement of Purpose

The City of Daly City is searching to secure professional services from urban design and planning consulting firms interested in providing consulting services for the preparation of an updated Sullivan Corridor Specific Plan (SCSP), which includes an associated environmental analysis pursuant to the California Environmental Quality Act. The goal is to create an SCSP update that further activates the Sullivan Corridor, complements the City’s in-progress Housing Element, and facilitates housing production in compliance with the sixth-cycle RHNA.

Proposals must be submitted in both digital and hard-copy before 5:00pm on Friday, February 18, 2022. Proposals shall be delivered to:
