APPROVAL OF MINUTES: Moved by
Commissioner Smith, seconded by Commissioner Salamy, to approve the minutes of December
4, 2007. Motion carried 3-0.
10. Use
Permit UP07-5 and Environmental Assessment to construct a new two-unit
residential duplex –
Staff report presented by: Michael Van Lonkhuysen, Associate Planner
Mr. Van Lonkhuysen presented the
request by applicant, Corazon Meterperel to obtain use permit approval to
construct a duplex. The proposed plans
are similar to plans for the same project approved by the Planning Commission
and Council in November 2004. Because
the previous approval expired in November 2005, the applicant is required to reapply
for use permit and design review approval.
The site is located on
The proposed floor plan consists of
two living units on separate floors above a common garage. The lower unit would be 1,597 square feet and
the upper unit would be 1,348 square feet.
It is smaller because it is recessed back to reduce the bulk of the
building from the street. Each unit
would have two parking spaces in the garage and one additional space in the
driveway, which would be 19 feet in length.
Tenants would be prohibited from storing anything in designated garage
parking spaces. The applicant is being
required to relocate the storage area and water heater.
The key issues are parking, neighborhood
density and building design. All issues
have been addressed. The proposed duplex
would provide six off-street parking spaces, two more than the required four
spaces. The neighborhood density allows
as many as 21 units per acre. After this
project is constructed, the density would be 15 units per acre. The building has been designed to try and fit
in with the shorter buildings that are adjacent to it.
Commissioner Smith asked if pervious
pavers are being required. Mr. Van
Lonkhuysen replied that they were.
Commissioner Kelly asked if the existing tree would be removed. Mr. Van Lonkhuysen said that it would have to
be removed to make way for the driveway, but we should have a Condition of
Approval to replace it. There is a
proposed 5 gallon tree, which will be changed to a 15 gallon tree.

Moved by Commissioner Salamy, seconded
by Commissioner Smith, to close the public hearing. Motion carried 3-0.
Moved by Commissioner Smith,
seconded by Commissioner Salamy, to adopt the findings as outlined in the staff
report of January 2, 2008. Motion
carried 3-0.
Moved by Commissioner Salamy,
seconded by Commissioner Smith, to affirm the Environmental Assessment. Motion carried 3-0.
Moved
by Commissioner Smith, seconded by Commissioner Salamy, to approve Use Permit
UP07-5 subject to the Findings and Conditions as outlined in the staff report
of January 2, 2008. Motion carried by a
unanimous roll call vote.
