Daly
City – A standing-room-only crowd
of roughly 200 witnessed Daly City’s City Council
reorganization Monday night at City Hall. The
60-minute program included the selection of
a new Mayor and Vice Mayor and the outgoing
Mayor’s top citizen awards. The City Council
selected Michael P. Guingona to serve as Mayor
and Gonzalo “Sal” Torres to serve as Vice Mayor.
This year marks the fourth time that Mr. Guingona
will serve as Mayor since joining the City Council
in 1993.
The
most dramatic moment of the evening occurred
when outgoing Mayor Carol L. Klatt announced
her two special awards for Citizen of the Year
and Outstanding Youth of the Year. Perla Gange
Ibarrientos received the Citizen of the Year
Award, and the Outstanding Youth of the Year
Award went to Edwin Steve Urbina.
Citizen
of the Year Perla Gange Ibarrientos has a multitude
of civic involvements. These include serving
as the President of the Daly City-Quezon City
Sister City Committee, Vice President of the
North Peninsula Dining Center & Emergency
Food Pantry of Daly City, Vice President of
the Filipino Bayanihan Resource Center, and
Chair of the Broadmoor Presbyterian Nominating
Committee. She is also a past member of the
Daly City Library Board of Trustees.
Outstanding
Youth of the Year Edwin Steve Urbina is a senior
at Jefferson High School. He entered Jefferson
after graduating from Benjamin Franklin Intermediate
School three years ago. During his sophomore
year at Jefferson, Edwin was invited to participate
in the SWAS (School-Within-A-School) Program
after not getting off to a great academic start.
The SWAS Program was established to serve at-risk
students potentially in danger of not graduating.
Edwin not only turned his academic performance
around; he even earned an Honor Roll Certificate
last year. Edwin also excels in sports, having
received “Most Outstanding Defensive Player”
for his football efforts. His goal of an academic
or athletic scholarship will enable Edwin to
become the first member of his family to attend
college.
A
reception for the public followed the reorganization
ceremonies.
