| Daly
City – Diane L. Cronin, who has served
as the Director of Human Resources for the City
of Daly City for 21 years, will retire on December
31, 2004. After graduating from the University
of California, Berkeley, and serving three years
in the Peace Corps in Kenya, Diane joined the
City of Daly City Personnel Department in September
of 1978. In 1982, Diane briefly transferred to
the Community Service Center, simultaneously holding
the positions of Community Service Center Supervisor
and Interim Assistant Personnel Director. She
was appointed Personnel Officer on November 1,
1983. When the Personnel Department officially
became the Department of Human Resources in 1994,
she became the Director of Human Resources.
During her quarter century of Human Resources
management, she has improved efficiency in many
personnel processes while promoting consistency
and equity in personnel rules and policies for
all employees. As Director, Diane has personally
and quietly provided support to employees and
their families in times of tragedy or hardship
circumstances. She also has played a leadingl
role in staffing the City’s labor negotiations
over the years. Among her many accomplishments,
she oversaw the institution of personnel policies
on discriminatory harassment, managed the City’s
move to CalPERS-administered health benefits,
and oversaw the application of federally mandated
Fair Labor Standards to public-sector overtime.
She leaves a valuable legacy to Daly City’s employees.
City Manager John C Martin has announced that
Anne S. Larsen has been appointed Director of
Human Resources effective upon Ms. Cronin’s retirement.
The Assistant Director of Human Resources since
1997, she has worked closely with Ms. Cronin since
1985. A graduate of the University of Iowa, she
came to Daly City Human Resources to oversee Recruitment
and Testing and citywide Training after prior
secondary teaching experience and directing CALL-Primrose,
a successful outreach program on the Peninsula.
Under her direction, the City has provided three
supervisory/management development academies and
numerous, yearly policy and skills trainings.
She also was instrumental in bringing a computerized
applicant tracking and notification process to
the City’s employment process. She, too, has been
an integral part of labor negotiations for the
last fifteen years. A member of the California
and National Public Employment Labor Relations
Association and the International Personnel Management
Association, Larsen brings more than eighteen
years of City experience to the position.
