The entrepreneurial spirit has won you over, and you’ve started that business you had always dreamed of creating. The customers are calling, orders are being faxed, and your email box is full … again! You’ve outgrown the family room, the garage and the storage space, too!

It’s time to test the market - outside the comforts of home. At bare minimum, you need a modest office space and some administrative support. But could you also use the services of a professional staff, on-site technical assistance, networking resources, meeting rooms, and of course, state-of-the-art communications services?

Welcome to the Daly City Business Center (DCBC). Created in 1995, and centrally located at 355 Gellert Boulevard, it is currently the only business center-incubator program in North San Mateo County. With 20 tenants, it is the third largest in the Bay Area.


The Center is also the only facility in Daly City that provides full-service small office spaces, starting at 90 square feet and a six-month lease minimum. It can handle up to 39 tenant-offices and 18 virtual offices. It serves businesses at various stages of development, from start-ups to established ones.

“The Business Center strives to create a growth environment for small business owners and entrepreneurs. In turn, they help one another attain common objectives while sharing a variety of affordable resources,” explained Richard Berger, assistant director of the Economic and Community Development (ECD) department.

Management consultant Tenney Campbell, a DCBC tenant since 1997, agreed. The Center staff provides “a competent, friendly environment for its clients,” he said. Such atmosphere promotes the exchange of ideas among the tenants, added the longtime Daly City resident.

Another longterm tenant, Lance Joe, formed a start-up, Heartland Payment Systems of Northern California, in l998. He chose Daly City over four business center locations because “the DCBC was the right fit. It had the professional image, support and services that I needed to hire, train and manage salespeople,” Joe stated. Heartland now employs 27 field personnel in Northern California, and serves the credit card and payroll processing needs of over 4,000 businesses, including prominent Daly City merchants.

Over the years, several successful businesses required larger office space, and simply outgrew the Center. Among its “graduates” is award-winning video producer Bryan Kingston of Kingston Media, a tenant for three years. “The Business Center definitely played a major role in the success of Kingston Media. It is an excellent resource for companies, new or old,” he remarked.

Businesses, large or small, are vital to the health and well-being of Daly City’s economy.
Strategically located in the Daly City Business Center, the Enterprise Center plays an integral role in fostering the growth and development of start-ups. It offers entrepreneurs free services, resources and tools to improve and expand their ventures. Since 1992, the Center has assisted about 500 businesses.

“By creating a business-friendly environment, we have helped launch new enterprises, obtain financing, expand client bases and increase profits. A thriving business community creates jobs, stimulates economic activity, and improves the quality of life in Daly City. Everyone benefits,” noted ECD Assistant Director Richard Berger.

The Center offers technical assistance “when and where it is needed,” including business concept definition, business planning, accounting, market research, advertising, financial projections, cost management and loan packaging. Staff also assists clients with a variety of business-oriented computer applications such as database management or accounting systems.

LANDMARK PLAZA Breaks Ground

Construction is underway for Landmark Plaza, the $38 million mixed-use development on Mission Street and Hillside Boulevard, following its January 2005 groundbreaking. Projected completion date for Phase I is Summer 2006. It includes a residential / parking complex and the Mission Street retail frontage. A four to six-story structure will house 42 town homes and 53 lofts, of which about 14 units are for affordable housing. The parking area offers additional spaces for the adjacent War Memorial Community Center. Phase II is comprised of a seven-story office building and a triangle-shaped plaza on the northern tip of the site. Project developer is Landmark Daly City, LCC, and DIAP of San Mateo is the architect.

DALY CITY POLICE DEPARTMENT Gets Grant
To Administer Countywide Traffic Safety Program
The California Office of Traffic Safety (OTS) has awarded the Daly City Police Department a $910,000 grant to conduct comprehensive traffic safety education and enforcement for San Mateo County. The goals of the grant, which covers operations up through December 2006, include reduction of alcohol-related and hit-and-run collisions, and increasing seat belt compliance by at least 10 percent. The grant will fund 95 operations, such as DUI check-points, traffic enforcement patrols, red light running enforcement, warrant services, seat belt saturation and vehicle inspections for illegal street racing. Starting May 2005, three to six operations will occur monthly.

STOP F.O.G.

Daly City is taking proactive measures to eliminate household Fats, Oils and Grease (F.O.G.) from the sewer system. F.O.G. builds up in the sewer system over time, causing unsightly and illegal discharges in the city streets. Sewer blockages can also bring about backups into homes, resulting in an unpleasant mess that can cost thousands of dollars to clean. In addition, untreated sewage can create serious health hazards and negatively impact the environment.

“Fats, oils and grease significantly impact the sewer system. Residents can help eliminate them by making a few simple changes right in their own home,” asserted Patrick Sweetland, Water and Wastewater Resources director.

  • Do NOT pour cooking oil, grease or greasy food directly down the drain.
  • Do NOT use hot water and soap to wash grease down the drain, as it will cool and harden in the sewer line.
  • USE a paper towel to wipe any residual grease or oil from dishes, pots or pans, before washing them.
  • DO pour cooled grease intodisposable containers and into the garbage.
  • For large amounts of cooking oil and grease, RECYCLE it for FREE at 153 Lake Merced Boulevard in Daly City. To schedule an appointment for drop-off, call (650) 991-8200.
NEW 2005 LAWS
Motorists should be aware of driving laws that take effect this year. Child Restraint law requires children under six years old, or weighing less than 60 pounds, to be properly restrained in the back seat of passenger cars (AB 1697 of 2003, Torlakson). Motorized Scooter users must possess a valid Class C driver’s license or instruction permit (AB 1878, Chan). Headlamps on cars must be lighted when weather conditions require the continuous use of windshield wipers (AB 1854, Simitian).

Important Message to Daly City Residents

SERRA CAB and DALY CITY CAB are the only cab companies legally authorized to do routine taxi business in Daly City. Both have met the strict requirements mandated by the city’s Taxicab Services Ordinance. Before being issued permits, taxi cabs must be able to demonstrate a consistent record of providing quality service to Daly City residents and businesses. Their operations will be regularly monitored by the City for safety, cleanliness and responsiveness. Drivers are also subjected to alcohol and drug testing.

DOELGER SENIOR CENTER
WalkAbout Turns 5
Celebrating its fifth year in February, Daly City’s WalkAbout program continues to provide North County walkers – about 200 of them – the perfect venue to exercise and socialize twice-weekly inside Serramonte Center.

Rain or shine, foggy or otherwise, participants – ages 50 years and over – gather inside the regional mall starting at 8 a.m., every Wednesday and Friday. Warm-ups, led by a qualified Doelger Center volunteer staffer trained by the Stonestown Family YMCA, begins at 8:30 a.m., followed by a brisk 1½-mile walk inside the mall.

TalkAbout, a 30-minute health education workshop, is featured on the first Friday of each month. Topics vary, and are posted in advance at www.serramontecenter.com or (650) 992-8687.

Program partners in this successful collaboration are Seton Medical Center, Serramonte Center, Stonestown Family YMCA and the City of Daly City’s Senior Services - Doelger Senior Center. To inquire, call (650) 991-8298.


PERSONNEL NEWS

ANNE S. LARSEN, the Assistant HR Director since l997, has been appointed Human Resources Director. An active member of the national and state Public Employment Labor Relations Association and the International Personnel Management Association, Ms. Larsen has over 18 years of city government experience. She began her career in Daly City in 1985, in charge of Recruitment, Testing and Employee Training for Daly City. She graduated from the University of Iowa. Prior to joining the City’s HR staff, she was a secondary school teacher, and directed CALL-Primrose, a Peninsula outreach program.

DIANE CRONIN, Human Resources Director for 21 years, retired in December 2004. During her tenure, she played a pivotal role in staffing the City’s labor negotiations. Other major accomplishments include establishing policies on discriminatory harassment, managing the City’s move to CalPERS-administered health benefits, and overseeing the application of the federal Fair Labor Standards Act for city employees.

Ms. Cronin joined the Personnel Department in September 1978. In 1982, she concurrently served as Community Service Center Supervisor and interim Assistant Personnel Director. She was appointed Personnel Officer in November 1983, and became Human Resources Director in 1994
.
