MINUTES – REGULAR MEETING - CITY COUNCIL

OCTOBER 13, 2008

 

 

            The meeting was called to order by Mayor Klatt at 7:00 P.M.

PRESENTATIONS:

 

Proclamation for Fire Prevention Month

 

            Councilmember Gomez presented a proclamation proclaiming the month of October as Fire Prevention Month to Safety Inspector Mark Lee.  Inspector Lee thanked the Council and urged everyone to check their smoke detectors, replace the fire extinguisher and make sure the family knows what to do when the smoke detector goes off.  This Saturday from 10:00 a.m. to 2:00 p.m., we are holding open house at the Bayshore Fire Station, Top of the Hill Fire Station, Westmoor Fire Station and the Brisbane Fire Station.

 

Presentation of Loyalty Day Award to Fire Chief

 

            Renie Champagne, Past State Commander and Peter Jalgunas, Post Commander from the Veterans of Foreign Wars, presented the Loyalty Day Award Plaque to Daly City Fire Chief Ron Myers.  Fire Chief Myers thanked Mr. Champagne and Mr. Jalgunas.  Mr. Champagne and Mr. Jalgunas also presented the Loyalty Day Award Plaque to Daly City Police Captain Cory Roay on behalf of Police Chief Gary McLane.  Police Captain Roay thanked Mr. Champagne and Mr. Jalgunas on behalf of Chief McLane.

 

Commending Gary Rudolph

 

            Captain Cory Roay introduced Gary Rudolph owner of Rudolph Interiors on Mission Street.  Captain Roay stated recently Mr. Rudolph has been recognized by the State Attorney General’s Office with the Crime Prevention Community Partner of the Year Award for working with the Police Department and the local business community to prevent crime and increase the level of safety.

 

            Mayor Klatt presented a Certificate of Commendation to Gary Rudolph in recognition of his recent selection as a Community Partner Crime Prevention Award recipient.  Mr. Rudolph thanked the Council.

 


PRESENTATIONS: Continued

 

I-280 Metering Light Program

 

            Sandy Wong, Deputy Director of City/County Association of Governments (C/CAG), gave a PowerPoint presentation on the Northbound I-280 ramp metering lights from San Bruno to Daly City.  The ramp metering lights will be located on Northbound Sneath Lane on-ramp (San Bruno collector), Northbound Westborough loop on-ramp, Northbound Westborough diagonal on-ramp, Northbound Hickey on-ramp and Northbound Serramonte on-ramp.  Ms. Wong explained that we are not doing the metering lights in the southbound direction because the equipment is not installed yet and equipment already exists in the northbound direction.  The metering lights will be used in the afternoon commute hours approximately from 3:00 p.m. to 8:00 p.m.

 

STAR Award Recognition

 

            Assistant City Manager Kerry Burns presented the Star Award to Hae Won Lee-Ritchie, Civil Engineering Associate in Public Works for the outstanding work on the El Camino Undergrounding Project and the Street Slurry Seal 2008 Project.

 

            City Manager Patricia Martel stated each quarter when we select the awardees, in recognition they are also offered an opportunity to have lunch with the City Manager or receive a gift card.

 

            Councilmember Torres expressed appreciation for the outstanding work of the Star Award recipients.

 

            Mayor Klatt announced the City Manager was just given an important appointment from the IMCA.

 

            City Manager Patricia Martel stated International City Management Association has nominated her to sit on the Board of Directors of the international organization and to represent the west coast, which includes Washington, Oregon and California.  If elected next year at the Annual Conference of International City and County Management Association I will be installed on the Board of Directors as Vice President of the organization for a three year term.

            1.      Remove 8.5 feet No Parking (Red) Zone along the West curb of Mission Street, approximately 13 feet north of the driveway adjacent to 6740 Mission Street. Designate one metered parking space in front of 6740 Mission Street. Designate 3.5 feet Red Zone north of the driveway at 6740 Mission Street

            2.      Designate 30 feet No Parking zone along the south curb of Hickey Boulevard, west of the curb return at St. Francis Boulevard

            It was moved by Councilmember Christensen, seconded by Councilmember Guingona and carried to approve and adopt the Consent Agenda.

 

RESOLUTIONS:

 

Approval of the Daly City/Colma Chamber of Commerce Annual Contract for 2008-2009

 

            City Manager Patricia Martel recommended that the City Council approve the proposed annual contract with the Daly City/Colma Chamber of Commerce for Fiscal Year 2008-2009.  Ms. Martel stated annually the City Council allocates a sum of money to support the activities of the Chamber of Commerce as it supports our business community. 

 

            This past year, the Chamber, working with the City, made significant strides in improving the overall delivery of services for which the City contracts with the Chambers.  This year’s allocation is $49,229 for Daly City’s portion.  Colma also provides a proportional amount to support the chamber of commerce.

 

            All the accounting issues that the City identified in the prior year have been satisfied.  We have received evidence of an independent audit of the chambers finances and have been satisfied by the results of that audit.

 

            We have received an outline of the activities that the Chambers proposes to undertake this year to satisfy the requirement that the City lays out for very specific performance measures, for which we are allocating these funds.

 

            Georgette Sarles, President/CEO of the Daly City/Colma Chamber of Commerce outlined the Chambers’ activities and the new addition of Comcast business venture for the growth and support of our businesses represented in Daly City and Colma.

 

            It was moved by Councilmember Gomez, seconded by Councilmember Christensen and carried by unanimous roll call vote to adopt the following resolution:

REPORTS:

 

Council Committee

 

            The Council Committee reported on the General Plan Steering Committee. (Christensen/Klatt)

 

City Council

 

            Councilmember Christensen stated people are destroying, painting and stealing political signs. These are large wooden signs costing about $175 to $200.  This past weekend there were five different locations where signs were damaged and stolen.  Councilmember Christensen asked if anyone sees or hears anybody painting on signs or removing signs, please call the police.  It may have started as a prank, but has turn into a crime.  All evidence has been collected and I am sure fingerprints are on them.

 

            Councilmember Gomez wished Happy Birthday to Mayor Klatt, whose birthday was yesterday, and Councilmember Torres, whose birthday is today.

 

Staff

 

            City Manager Patricia Martel announced the City is seeking volunteers to serve on the Bicycle Pedestrian Advisory Committee.  We are seeking individuals who either live or work in Daly City with a special interest in promoting safe pedestrian/bicycle activities.  The group meets quarterly to review pedestrian/bikeway conditions and to propose improvements in Daly City for pedestrian and bikeways.

 

            Ms. Martel announced Make a Difference Day is on Saturday, October 25, 2008 from 9:00 a.m. to 12:00.  We are still looking for additional volunteers to assist with a variety of projects throughout the City.  We will be adding two new projects, Re-Use Exchange and Community Document Shredding.  We are going to have a team of City Staff that will be involved in providing displays at Serramonte Shopping Center about a variety of programs and services that the City offers to our residents.  The Lions Club will be hosting a barbeque at the Civic Center Plaza at the end of Make a Difference Day.

 

            Ms. Martel announced the Mission Street Design Charrette will be held on November 8, 2008 at the War Memorial from 8:00 a.m. to 8:00 p.m.
