MINUTES – REGULAR MEETING - CITY COUNCIL
FEBRUARY 11, 2008
The meeting was called to order by Mayor Klatt at 7:16 P.M.

City Manager Patricia Martel stated this is to acknowledge City employees who have been the recipients of our internal Star Award Recognition Program. These awards are presented to employees who exert some responsibility and assume a greater role in their department or working with other departments that warrants recognition.
Ms. Martel presented “STAR” awards to the following employees: John Arellano, Vicki Brodrick, Linda Capparelli, Grace Coronel, Joyce Gregorio, Judy Huey, Richard Montemayor, Dana Ornelas, Vera Peterson, Tony Pereur, and Michael Yee.
CDBG Subgrantee: Community Overcoming Relationship Abuse (CORA)
Marisol Reyna, Client Service Director and Julie Keen, Senior Case Manager of Community Overcoming Relationship Abuse (CORA) gave a PowerPoint presentation on the services they provide to support the victims and survivors of domestic violence in the area.
Daly City Online Improvements
Deputy Director of Finance and Administrative Services Michael Wilson gave a PowerPoint presentation on the City of Daly City’s website new citizen maintenance request feature and coming enhancements.

It was moved by Councilmember Torres, seconded by Councilmember Guingona and carried to approve and adopt the Consent Agenda.
General Plan Amendment, Major Subdivision, Use Permit and Environmental Assessment for Construction of a New Affordable 36-Unit Condominium Development over Podium Parking at 7555 Mission Street
Mayor Klatt stated there was a request to continue this item to March 10, 2008.
Director of Economic and Community Development Richard Berger stated as part of the review process, we received some responses from outside agencies at the last minute. We were not able to get the data ready for tonight, so we are asking that this item be continued to March 10, 2008.
It was moved by Councilmember Guingona, seconded by Councilmember Gomez and carried to continue this item to the meeting of March 10, 2008.

Board/Commission Membership-Committee Appointments
There were no appointments.
The Council Committees reported on the following:
General Plan Steering Committee (Christensen/Klatt)
Taxicab Committee (Gomez/Klatt)
Design Review Permit DR06-18: Monarch Village Mixed Use Project, 165 Pierce Street, Design Modifications (Guingona/Klatt). Discussion ensued with the Council expressing concern regarding the changes to the project as well as the cost in delaying the project. The Council directed staff to work with the consultant on the alternative proposal and return to the Subcommittee for its review then bypass the Planning Commission and return to the Council for review of the alternative proposal.
Mayor Klatt reported on the Black History Event she attended on Saturday. Mayor Klatt asked if the City could plant a tree at Bayshore Park as a living memorial to Lovell James.
There were no staff reports.
It was moved by Councilmember Christensen, seconded by Councilmember Gomez and carried to recess the meeting to sit in Closed Session.
The meeting reconvened at 9:00 P.M.

City Negotiator: Glenn Berkheimer
Employee Organization: All Bargaining Units/Unrepresented Employees
Conference with Labor Negotiator regarding labor negotiations pursuant to section 54957.6 of the Government Code. Council authorized City negotiators to continue negotiations with all bargaining units.
It was moved by Councilmember Christensen, seconded by Councilmember Gomez and carried to adjourn the meeting in memory of Marcial Gavino, Congressman Tom Lantos and Richard Sims.
