MINUTES – REGULAR MEETING - CITY COUNCIL
JANUARY 14, 2008
The meeting was called to order by Mayor Klatt at 7:03 P.M.

Commending Anti-Graffiti Committee
Mayor Klatt presented Certificates of Commendation to Bob Murray, Raymond Keenan and Sharon Keenan in recognition of their faithful service to the residents of Daly City as members of the Daly City Anti-Graffiti Committee.
The Council expressed appreciation for their outstanding service as volunteers in Daly City.
8th Annual Daly City Holiday Decoration Contest
Marian Mann stated the 8th Annual Daly City Holiday Decoration Contest was a success with eighteen of the twenty-one homeowner associations in Daly City participating. The winners of each association will be given their awards by the City Council, Mike Leong, General Manager of Serra Bowl and a representative from each homeowner association.
Mayor Klatt presented awards to the following: Bayshore Residents Association, Maria Jannette and Marcos Gatchalian; Crocker Neighborhood Association, Salvador Guevarra; Cypress Point Homeowners Association, Navarro Prado and Franciscan Mobile Homeowners Association, Sonny Quiniquini.
Councilmember Gomez presented awards to the following: Hillside Homeowners Improvement Association, Alejo and Zeneida Devicais; John Daly Resident Association, Mr. and Mrs. James Forslund and Midway Village Residents Association, Patricia Magee.
Councilmember Guingona presented awards to the following: Original Daly City Protective Association, Pedro and Josefina Rios; Saddleback Homeowners Association, Dianna Moore and St. Francis Heights Homeowners Association, Jessie and Charito Ticzon.
Councilmember Christensen presented awards to the following: Serramonte Homeowners Association, Gaskt Ofrelio; Serravista Homeowners Association, Joseph and Emma Mercado; Skyline-Palisades Resident Association, Eduardo and Avelina Pandes and Southern Hills Homeowners Association, Victor and Lia Rivadeneyra.
Councilmember Torres presented awards to the following: Summit Ridge Homeowners Association, Fe Abecendario; Westlake Knolls Homeowners Association, Marian Caruso; Village in the Park Homeowners Association, Rebecca Price and Ravilla Court, Henry and Maria Montorio.
Mayor Klatt thanked all the winners for participating in the contest and also thanked Mike Leong, General Manager of Serra Bowl who has been very supportive of our community for many years.

It was moved by Councilmember Christensen, seconded by Councilmember Torres and carried to approve and adopt the Consent Agenda.
Accepting and Appropriating AB 1546 Program Funds for Intelligent Transportation Systems (ITS) Projects
Interim Director of Public Works Patrick Sweetland, recommended that the City Council accept the Countywide Traffic Congestion Management Program funds and appropriate funds in the City’s Capital Improvement Program budget for Fiscal Year 2007-08 to replace older traffic signal controllers with newer equipment more capable of signal coordination or replacement of existing traffic signal with video detection. The City was awarded $195,000 to upgrade the traffic controllers and cabinets at thirteen high traffic volume intersections.
It was moved by Councilmember Guingona, seconded by Councilmember Christensen and carried by unanimous roll call vote to adopt the following resolution:
Resolution No. 08-4, Approving Receipt of AB 1546 Program Funds from Countywide Traffic Congestion Management Program and Appropriating Funds for the Intelligent Transportation System (ITS) Projects
Authorizing Submittal of a Grant Application to the Woodlawn Foundation for a $15,000 Grant to Create and Broadcast four Public Service Announcements to Promote the Library’s “Smartest Card” Campaign
Assistant City Manager Kerry Burns reviewed and requested authorization to submit a $15,000 grant to the Woodlawn Foundation for the creation and broadcast of four public service announcements to promote the newest initiative, “Smartest Card” campaign. The purpose of the “Smartest Card” campaign is to increase the issuance of library cards to Daly City residents by ten percent by the end of 2008.
It was moved by Councilmember Torres, seconded by Councilmember Christensen and carried by unanimous roll call vote to adopt the following resolution:
Resolution No. 08-5, Authorizing Submittal of Grant Application to the Woodlawn Foundation to Create and Broadcast Four Public Service Announcements
PUBLIC APPEARANCES/ORAL COMMUNICATIONS:
Marshall Wilson, Public Communications Manager for San Mateo County extended an invitation to everyone to participate in Share Vision 2025 by taking an on-line survey that will help the San Mateo County Board of Supervisors to set policies and priorities for our community.
Marian Mann, Daly City, thanked the homeowners association for all their work with the holiday contest. Ms. Mann also thanked the Council for the support.

Councilmember Gomez was concerned about the number of shopping carts, mainly from Home Depot, littering the surrounding neighborhood. She suggested that the Council Subcommittee for the Westlake Shopping Center meet with Kimco soon to see how projects are progressing and operating in the shopping center. We need a more proactive measure regarding the issue of shopping carts taken out of the shopping center.
Councilmember Christensen mentioned that the City of South San Francisco has banned styrofoam containers from restaurants as well as Millbrae and San Francisco. Councilmember Christensen suggested that Daly City might want to consider banning styrofoam containers from restaurants in Daly City.
There were no reports.
It was moved by Councilmember Guingona, seconded by Councilmember Torres and carried to recess the meeting to sit in Closed Session.
The meeting reconvened at 11:00 P.M.

Conference with Labor Negotiator regarding labor negotiations pursuant to section 54957.6 of the Government Code. Council authorized City negotiators to continue negotiations with all bargaining units.
