CITY OF DALY CITY

MINUTES – SPECIAL MEETING - CITY COUNCIL

DECEMBER 1, 2007

 

            The meeting was called to order by Mayor Klatt at 7:05 P.M.

 

ROLL CALL:           Councilmembers Present:

            Mayor Klatt introduced various dignitaries who were present.  The City Council introduced family and friends that were present.

 

GENERAL MUNICIPAL ELECTION:

(Consolidated with General Election)

 

Report on Certification of Official Canvass of Votes Cast and Resolution Declaring Results of Votes Cast

 

            City Clerk Maria Cortes as Elections Officer for the City of Daly City, County of San Mateo, State of California hereby certified that an election was held within the boundaries of the City of Daly City on Tuesday, November 4, 2008 for the purpose of electing two (2) members to the City Council for four (4) year terms and one (1) City Clerk for a term of four (4) years and one (1) City Treasurer for a term of four (4) years.

 

            The Official record of votes cast at said election, has not been submitted to the City Clerk’s Office.  Per the Chief Elections Officer for the County of San Mateo, the Official Certification will be submitted Tuesday, December 2, 2008.

 

            For the record, David J. Canepa and Sal Torres were elected to the City Council.  K. Annette Hipona was elected City Clerk and Anthony J. Zidich was elected City Treasurer.

 

            The Certification of Official Canvass of Votes cast will be certified by the City Council at the next regularly scheduled Council meeting on December 8, 2008.

 

            Outgoing Councilmember Christensen appreciated the opportunity to say farewell and shared a few thoughts on the last four years.  Councilmember Christensen thanked everyone who helped her serve on the Council.  She gave a special thanks to her Commissioners.  She also thanked those who helped with the election and those who were there even in defeat to comfort her.

 

            Councilmember Christensen reviewed the smear campaign mailer that the public relations firm in Sacramento put out that was hired by the unions representing the firefighters and police officers to replace her.  She stated that she ran a fair and positive campaign with her personal integrity intact and she only wished she could spend this time talking about all the wonderful things that have happened in Daly City in the past four years.

 

PRESENTATIONS:

 

Mayor’s Citizen of the Year 2008 Award

 

            Mayor Klatt presented the 2008 Citizen of the Year Award to Sister William Ilene Dunn, from Seton Medical Center Daughters of Charities in recognition of her dedicated service to the community.  Sister Ilene Dunn thanked the Council for this honor and wanted to share the honor with the Daughters of Charities.  The Council expressed its appreciation for her work in the community.

 

Mayor’s Outstanding Youth of the Year 2008 Award

 

            Mayor Klatt presented the 2008 Outstanding Youth of the Year Award to Robert Mendoza Jr. in recognition of his service to the community.  Mr. Mendoza thanked the Council.

 

FINAL ADJOURNMENT OF THE 48TH CITY COUNCIL

 

            It was moved by Councilmember Gomez, seconded by Councilmember Guingona and carried to adjourn the 48th City Council meeting at 7:34 P.M.

 

            Mayor Klatt called to order the 49th City Council meeting at 7:34 P.M.

 

INSTALLATION AND ADMINISTRATION OF OATH OF OFFICE

 

            Former City Councilmember Judith Christensen administered the oath of office to Karin Annette Hipona.  Ms. Hipona expressed her appreciation of former Councilmember Christensen for all the personal sacrifices she has made to stand up for all of us.  She thanked everyone who believed in her and believed in an independent elected City Clerk.  Ms. Hipona also thanked the City Clerk’s Office and Maria Cortes for the assistance they provided over the years and for making this transition smooth and efficient.  She introduced her family who were in the audience.

 

            Debra Zidich-Gibbons administered the oath of office to Anthony J. Zidich, City Treasurer.  Mr. Zidich expressed his appreciation to the voters for the vote of confidence over the past thirty-seven years.  He thanked the City’s staff for their support.  Mr. Zidich introduced his wife and family who were in the audience.

 

            Dee Canepa administered the oath of office to David J. Canepa.  Councilmember Canepa expressed his appreciation to the citizens of the City of Daly City for their support.  He introduced his family who were in the audience.

 

            Former Councilmember Albert M. Teglia administered the oath of office to Sal Torres. Councilmember Torres expressed his appreciation to the citizens of the City of Daly City for their support.  He also thanked Judith Christensen for the four years she served as Councilmember.  He introduced his family who were in the audience.

 

            Mayor Klatt asked for roll call and upon roll call, Councilmembers Canepa, Gomez, Guingona, Torres and Klatt were recorded present.

 

            Mayor Klatt stated it was an honor and a privilege to have the opportunity to serve the residents of Daly City this past year.  She thanked the City staff for their hard work.

 

            The City Council introduced their family and friends who were present in the audience.

 

ELECTION OF OFFICERS:

 

Office of Mayor

 

            Mayor Klatt called for nominations for the Office of Mayor.  Mayor Klatt nominated Councilmember Sal Torres for Mayor.

 

 

            Mayor Klatt asked if there were any other nominations for the Office of Mayor.  Hearing none, Mayor Klatt asked for a motion and second to close the nominations.

 

 

 

            It was moved by Councilmember Guingona, seconded by Councilmember Gomez and carried to close the nominations.

 

 

 

            It was moved by Mayor Klatt, seconded by Councilmember Gomez and carried by unanimous roll call vote to appoint Councilmember Torres to serve as Mayor of the City of Daly City for the ensuing year.

 

 

            Mayor Torres presented a gift to outgoing Mayor Klatt in appreciation of her leadership and dedication to the City.

 

            Mayor Torres thanked his colleagues for their confidence in him and stated he will do his utmost best to lead the City in a new direction.  He welcomed our new Councilmember and looked forward working with him.

 

            The City Council expressed their appreciation to Councilmember Klatt for serving as Mayor this past year.

 

Office of Vice Mayor

 

 

            Mayor Torres called for nominations for the Office of Vice Mayor.  Councilmember Gomez nominated Councilmember Michael Guingona.

 

 

 

            Mayor Torres asked if there were any other nominations for the Office of Vice Mayor. Hearing none, Mayor Torres asked for a motion and second to close the nominations.

 

 

 

            It was moved by Councilmember Klatt, seconded by Councilmember Gomez and carried to close the nominations.

 

 

 

            It was moved by Councilmember Gomez, seconded by Councilmember Klatt and carried by unanimous roll call vote to appoint Councilmember Michael Guingona to serve as Vice Mayor of the City of Daly City for the ensuing year.

 

 

 

            Mayor Torres thanked everyone for attending and also the Daly City/Colma Chamber of Commerce and Serra Yellow Cab for the congratulatory flowers.

 

            Mayor Torres extended an invitation to all present to remain for refreshments in the rotunda.
