The Library Board of Trustees is a citizen's advisory board appointed by the City Council. Members serve 3-year terms.

Library Board Mission

The Daly City Library Board of Trustees in its advisory role shall:

  1. Advocate literacy for all ages and all people
  2. Communicate constituent needs to the City Council and library staff
  3. Facilitate fulfillment of the Library's future needs and vision

Patricia Tiongco deVera, President 

Library Trustee Patricia Tiongco


Daly City Library Board Trustee President, Patricia Tiongco deVera was appointed on March 21, 2017.  She became President of the Board on JUly 17, 2018.  She has worked at San Francisco State University since 1997 as a Program Manager in the Department of Elementary Education (1997-2000) and as a Program Manager and Resource Center Manager in the Department of Biology (2000-current) working in biology education research, equity and diversity in science, science education research, science teaching methods for scientists, partnerships with K-12 schools, community college biology teachers and current biology faculty at San Francisco State University ( She was awarded the 2017 Eden Staff Appreciation Award from the College of Science and Engineering for all her dedicated services to the college.  Patricia is married to Daniel deVera Jr. and has raised two daughters, Natalia(24) and Lauren(19) in Daly City for the last 25 years.  Patricia received her Associates of Arts Degree in Business Administration at Skyline College.  She was very active in her children’s Elementary and High schools and coached elementary school volleyball for 12 years under the Catholic Youth Organization (CYO).   Patricia continues to want to engage her passion for volunteering with the Daly City community by taking on this role as Board of Trustee for the Daly City Libraries.  She follows after her late aunt, Erlinda Tiongco Galeon, who served the Daly City Library Board for many years and was a very active community member to the City of Daly City.

Angella Logarta, Vice President



Angella Logarta is a long time resident of Daly City where she’s also attended school and worked.

She has worked for Wells Fargo Bank since 2013 and currently serves as a Community Branch Manager/ Assistant Vice President for the San Francisco Bay Region. Angella loves the banking industry and has held several senior titles during her career.

She works daily to ensure customer care, team member engagement and operational efficiency. Angella has one daughter, Robyn (9) attends elementary school in Daly City where Angella volunteers periodically. A strong advocate for literacy for all ages, public schools, and community service, Angella welcomes the opportunity to make an impact in her community by serving as a member of the Library Board of Trustees. She was appointed on Sept. 19, 2017.

William Lex


President Bill Lex was appointed to the Library Board of Trustees in 2015.  He is a founding member of the Daly City Public Library Associates and author of the 2015 Library Board of Trustees Annual Report.  Bill is a member of the San Francisco International Airport (SFO) Rotary Club and acts as the program coordinator.  He also volunteers at the SFO Aviation Museum & Library from which he received the Volunteer of the Year award in 2014 and 2015.  Bill moved to Daly City with his family in 1961.  He left for college in 1965 but Daly City was always his “home base.”  He served in the US Air Force for 4 years attaining the rank of Captain.  His educational credentials include a B.A. (Univ. of California-Santa Barbara), M.S. (Oregon State Univ.), and a Ph.D. (Univ. of Texas at Austin).  Professionally, Bill was a flight instructor and commercial pilot and a higher education administrator in Alaska, Pennsylvania, California, Illinois, and the United Arab Emirates.  He retired after serving 7 years as the Director of Fujairah Women’s College and as the founding Director for a separate college for men.  In collaboration with the American Embassy in Abu Dhabi, he established an “American Corner” in the women’s college library.  He returned to Daly City in 2007 with his wife, Diane, who is an elementary school teacher.
