Daly City Affordable Housing Ordinance
One of the City’s housing goals is to encourage the development of housing that is affordable to both renters and owners and for households of all income levels. Inclusionary housing has been one of several tools that cities can use to encourage and expand affordable housing opportunities.
On September 10, 2007, Daly City’s City Council approved an inclusionary housing ordinance. In response to recent legal challenges to inclusionary housing ordinances, the City repealed this ordinance and replaced it with an Affordable Housing Ordinance. The Affordable Housing Ordinances was approved on April 28, 2014 and requires developers to pay an affordable housing impact fee (for rental developments) and provide below-market rate units or pay the affordable housing impact fee (for ownership developments). A residential nexus analysis was prepared and provides the basis for the affordable housing impact fee.
