Housing Rehabilitation Programs

The City’s Residential Rehabilitation Program offers grants and low interest loans to eligible low income homeowners and rental property owners, whose units are occupied by 51% or more low income renters, for a variety of minor home improvements. Other Housing Rehabilitation Programs

In addition to the City’s Residential Rehabilitation Program, lower income Daly City residents have access to some nonprofits that offer free home improvements. These nonprofits help ensure the habitability of the Daly City housing stock and prevent households from having to move unnecessarily because they cannot afford to pay for minor repairs.

North Peninsula Neighborhood Services (NPNS) and Center for the Independence of the Disabled (CID) provide year-round home improvement assistance. However, NPNS covers general home repairs such as replacement or repair of doors, windows, plumbing fixtures, walls and ceilings, while CID only assists households with an elderly or disabled member needing home accessibility modifications such as grab bars, handrails and ramps.

Rebuilding Together

Rebuilding Together, formerly Christmas in April, is a volunteer-driven nonprofit housing rehabilitation services provider that the City works with. Rebuilding Together has an annual application cycle. Applications are available to eligible low income homeowners and community facilities (e.g. child care facilities, social service centers) each summer and the application deadline is in October. Rebuilding Together evaluates the applications and chooses the ones with the greatest needs. Construction takes place on National Rebuilding Day each April.
